CUBAN AGENTS INVOLVED IN ILLEGAL HUMAN TRAFFIC

Chilean police discovered recently that two men in a group of Cubans arrested for smuggling people into the United States were members of the Cuban Intelligence Service, MININT (the Ministry of the Interior). The two identified agents are Raúl Oviedo and Rolando González. These Cuban agents were previously stationed as diplomats in Europe where they allegedly ran a similar smuggling operation.

The two men led a network that provided fake documents for Cuban immigrants to enter the U.S. Their organization, located in Viña del Mar, Chile, is called "Sin Fronteras" (Without borders).

The police reported that this group has sent more than 100 Cubans to the U.S. under the cover of Chilean passports. The travelers came from Cuba to Chile, then moved on to the U.S., where some of them requested asylum. Each person paid from $3,000 to $5,000 for the "arrangement." U.S. intelligence agencies are investigating this case.

ONCE INSIDE NEVER OUT

Some readers often ask me if an employee is tied for life to U.S. intelligence services. Officials of the intelligence services in any country have to keep silent about the classified work they may have performed while on duty. This is also standard procedure for some other government jobs. However, the security and benefits former employees enjoy while in retirement compensate for this apparent inconvenience. Often, an agency will call on a retired employee to perform temporary or part-time work for which the person is well qualified. The maintenance of discretion is inherent in the nature of an intelligence employee, whether he or she is on active duty or retired.

NATIONAL SECURITY AND THE PRESS

Q. Are writers like you members of the intelligence services? Aldo, Wisconsin

A. No, we are not. People like me who write about national security matters do not perform work for the government. And the government is prohibited to employ working journalists. We simply like and understand this kind of work. With the passage of time, a reporter develops an understanding of these organizations. This understanding helps you in your work. Some times, intelligence officials may ask your opinion about matters on which you have written.

It is important to understand that an intelligence agency may have a limited knowledge of some area. Its resources may have been focused elsewhere in recent years and the agency's own experts may have retired. Also, agencies tend to work in compartments, while the scope of a reporter's information is limited only by his imagination and the time available to work on issues. Self-analysis of his own information is the most important aspect of a reporter's work.

CUBAN INTELLIGENCE COST

Q. How much does Cuba spend in intelligence work? T.M.H. San Diego, CA.

A. The Ministry of the Interior (MININT) spends millions of dollars to keep thousands of people at work in its gigantic and repressive machinery at home and abroad. It is difficult to develop even a rough dollar estimate of Cuba's spending on intelligence. A conservative count of 100,000 persons work directly or indirectly in intelligence. Sources inform us that the MININT is second only to the Ministry of the Armed Forces (MINFAR) in the expenditure of Cuban government funds.

THE VARELA PROJECT

Q. What is the "Varela" project going around in Cuba and Miami? A.R. Pittsburgh, PA

A. This is a project that originated in Cuba, where close to 120 groups of the opposition to Castro are trying to gather openly 10,000 signatures to be presented to the Cuban government. The project is based on the specification in the Cuban constitution that a minimum of 10,000 people is needed it to petition the government to change its laws. The Varela petition requests freedom of expression and movement, free elections and free enterprise. The unique nature of this project is that the authors and organizations are named and completely identified in the document.

Will Castro change the laws in Cuba? No way. How will Castro react? Most probably by jailing people. The most interesting aspect of this project is that it demonstrates the existence of a cohesive and active opposition inside the country. Religious leaders of Miami endorsed this project. Washington in the mean-time is silent, but watching the development of events. Some people see in this project an unprecedented and serious challenge to the Cuban establishment.

MIAMI IN HAVANA

It is interesting to note the obsession of the Cuban Government with the Cuban community in Miami. Almost every economic or political problem the Castro regime faces is blamed on the Cuban community in this dynamic Florida city. Perhaps unwittingly, Fidel Castro has made his Miami opposition bigger than life in the minds of the Cuban people.

According to intelligence experts, Castro assigns a disproportionate number of agents to follow the daily political events of this small community. Granma, the Cuban Communist Party organ, is in charge of news of the exile community in U.S. With all the official attention and complaint, Havana has enhanced the image and the actuality of Miami as a political power in the U.S.

Castro portrays this small segment of the U.S. population with the power to dictate to Washington domestic and foreign policy at will. He has portrayed the Cuban American National Foundation (CANF) as wielding such power over American political institutions that he has become the number-one CANF booster and propagandist. If one were to rank CANF allies and supporters in the field of public relations, the Cuban government would head the list. As Adlai Stevenson reportedly said, "I don't care what you call me, just spell my name right."

EFFECT ON RECENT IMMIGRANTS

Another important aspect of Havana's official portrait of the Miami immigrant community can be seen in the attitudes and motives of recent Cuban immigrants. These persons risk their lives in small boats to reach Florida shores. In reality, they are not looking for the American dream at some time in the future. They want to live the Miami dream and soon.

Recent immigrants tend to return to Cuba as soon as possible to show off their good fortune in a very material way. Consciously or not, their way of opposing Castro is to go back to the island and boast about the wonders of capitalism. This practice has increased Cuba's dependence on the city of Miami, for both the country's economic survival and a contemporary "field of dreams" in the minds of Cuban citizens.

Just a brief interruption of the flow of travelers and funds to Cuba has the potential to cause economic chaos on the island, but the dreams will remain, and grow in the minds of the population at large.

MEXICO: SUBCOMANDANTE MARCOS

The Mexican rebel leader "Subcomandante Marcos," whose real name is Rafael Sebastián Guillén, came from his hiding place in the southern state of Chiapas to travel to Mexico City. It was a publicity trip that the Mexican Press called "zapatatour."

Mexican President Vicente Fox guaranteed the safety for the band of insurgents on their trip to the capital, but apparently does not take them very seriously. The President is reported to have made several jokes about the Subcomandante and his band. Marcos is in a public relations battle to become the leader of the estimated 10 million Mexicans who live in isolated Communities.

The foreign press has talked more than the Mexican press about Marcos, a man with a grave lack of charisma. Fox is fighting his first major public encounter of his Presidency. Any effort to place Indian communities under "traditional" forms of governance will go against the will of many politicians from states with Indian populations. Marcos, received guerrilla training in Cuba in the late 80s, at a camp known as Punto Cero. His trainer was Dariel Alarcón Ramírez better known as Comandante Benigno. Alarcón lives in exile in Paris. Marcos is a known Marxist with a confused program for action. Now he accuses the Mexican government of racism - a very strange word in the Mexican dictionary, for this country is mostly made up of people of Indian blood. Marcos is playing a very risky card that can work against him.

CASTRO AND SPAIN: SPIES SCANDAL

A Cuban intelligence agent known by his code name "Otto", whose real name is Delfín Fernández, revealed to the Spanish newspaper Diario 16 the names of several Spanish businessmen who are being spied in Cuba with the purpose of blackmailing them. The story reveals also very interesting aspects of Castro's private life. See:

AGENTES CUBANOS ENVUELTOS EN TRÁFICO DE INMIGRANTES

La policía chilena descubrió que entre los miembros de una banda de traficantes de inmigrantes ilegales para Estados Unidos se encontraban dos miembros del Servicio de Inteligencia de Cuba, MININT (Ministerio del Interior). Estos agentes fueron identificados como: Raúl Oviedo y Rolando González. Estos hombres residían en Chile, pero anteriormente estuvieron destacados como diplomáticos en Europa donde se dedicaban al mismo trabajo de contrabando de seres humanos. Las antes citadas personas dirigían una red de contrabandistas que falsificaban documentos y pasaportes para que los inmigrantes pudieran entrar en Estados Unidos. La organización se llama "Sin Fronteras" y opera desde Viña del Mar.

La policía señaló que esta red había introducido en Estados Unidos cerca de 100 cubanos usando pasaportes chilenos. Los viajeros viajaron de Cuba a Chile y después a Estados Unidos donde algunos solicitaron asilo. Cada uno de ellos pagó de $3,000 a $5,000 por estos "arreglos". Las agencias de inteligencia de Estados Unidos investigan el caso.

SILENCIO POR VIDA

Frecuentemente algunos lectores me preguntan si los que trabajan en los servicios de inteligencia de este país están atados a ellos por vida. En cierta forma esto es cierto en todos los países. Los funcionarios de estos servicios tienen que mantener silencio acerca del trabajo secreto que realizaron. Esta condición es parte del contrato de trabajo de estas agencias. Sin embargo, la seguridad y beneficios de estos empleos compensa por este aparente inconveniente. Muy a menudo estas agencias llaman a sus antiguos empleados para trabajos temporales o especiales y suelen emplear los hijos de estos empleados. Mantener la discreción es parte de la naturaleza de los empleados activos o retirados. Fuera del silencio no hay ninguna atadura.

SEGURIDAD NACIONAL Y LA PRENSA

P. ¿Escritores como usted son partes de los servicios de inteligencia ? Aldo, Wisconsin

R. No pertenecemos a los servicios de inteligencia. A estos servicios les está prohibido emplear miembros de la prensa estadounidense. Personas que como yo escriben acerca de temas de seguridad nacional lo hacen por vocación y conocimientos de este campo.

Con el tiempo los periodistas adquieren un entendimiento de los servicios de inteligencia y su trabajo que los ayuda en sus labores periodísticas. Algunos funcionarios de inteligencia pueden preguntar sus opiniones a los periodistas. Es importante tener en cuenta que los miembros de la inteligencia tienen un conocimiento limitado de su trabajo ya que estos trabajan en compartimentos. Le corresponde al periodista analizar la información que obtienen. El analisis es la más importante parte de la inteligencia. En esto reside la habilidad y talento de los escritores.

COSTO DE LOS SERVICIOS DE INTELIGENCIA CUBANOS

P. ¿Cuánto gasta Cuba en su trabajo de inteligencia? T.M.H. San Diego, CA.

R. El Ministerio del Interior (MININT) gasta millones de dólares en mantener la gigantesta maquinaria informativa y de represión de Cuba. Además hay que incluir en este cálculo los miles de agentes que Cuba tiene en el exterior. Se estima que un conservador número de 100,000 personas trabajan directa o indirectamente para los servicios de inteligencia. Nuestras fuentes nos informan que el MININT es sólo segundo en tamaño al MINFAR (Ministerio de las Fuerzas Armadas) en gastos. Cuba con 11 millones de población cuenta con un servicio de inteligencia varias veces el tamaño del de Brasil que tiene una población de 175 millones. Los gastos son inmensos.

EL PROYECTO VARELA

P. ¿Cuál es el Proyecto "Varela" que se meciona mucho en Cuba y Miami? A.R. Pittsburgh, PA

R. Este es un proyecto que se originó en Cuba en el mes de marzo. Cerca de 120 grupos de oposición a Fidel Castro están tratando en forma abierta de reunir 10,000 firmas para ser presentadas al gobierno. El proyecto está basado en la constitución cubana que dice que con ese mínimo de firmas se puede hacer una petición a la Asamblea Nacional para que cambie algunas leyes. La petición reclama la libertad de expresión, movimientos, elecciones y libre empresa. Este proyecto es único en el sentido que es abierto, nacional y los nombres de las organizaciones y personas que lo respaldan aparecen en el mismo. No creemos que Castro cambie las leyes en Cuba y lo más probable es que encarcele a los dirigentes de este proyecto. El aspecto más interesante de este proyecto es que muestra que en Cuba existe una oposición activa y vertebrada dentro de la isla. Dirigentes religiosos de Miami se han expresado a favor del Proyecto Varela. Washington mientras tanto se mantiene callado y observando. Hay observadores que ven en este proyecto un gran reto al gobierno cubano.

MIAMI EN LA HABANA

Es interesante observar la obsesión del gobierno de Cuba con los cubanos en Miami. La mayor parte de los problemas políticos y económicos que afectan a Cuba son atribuidos a los exiliados que residen en esta ciudad de La Florida. Fidel Castro ha convertido su oposición en Miami más fuerte de lo que es en realidad.

De acuerdo con las quejas de Castro este pequeño sector de la población estadounidense tiene el poder de dictar a Washington su política domestica e internacional. Castro le ha dado a la Fundación Nacional Cubano Americana (CANF) un poder tal sobre las instituciones estadounidenses que se ha convertido en el apologista número uno de esta organización de exiliados cubanos. Si la CANF necesitaba un aliado para su publicidad nadie ha sido mejor que el gobierno cubano.

De acuerdo a expertos de inteligencia de esta nación Cuba emplea a un número desproporcionado de agentes para seguir los eventos políticos de esta pequeña comunidad. Consecuentemente la comunidad cubana de Miami desfruta en Cuba de un gran poder. El diario Granma, órgano oficial del Partido Comunista Cubano, es el encargado de la publicidad de los exiliados cubanos de Miami. Todo esto ha convertido a Miami en un super poder político en Estados Unidos.

Según la prensa oficial cubana, los exiliados de Miami tienen tal poder político en Estados Unidos para realizar un fraude electoral y elegir como Presidente a George W. Bush. En otras palabras los cubanos de Miami tenían más poder que 50 millones de ciudadanos que votaron en las pasadas elecciones por el candidato democrático Al Gore. Esto nos recuerda lo que dijo el fallecido Adlai Stevenson: "No me importa lo que digan de mí, siempre y cuando escriban mi nombre correctamente.

REACCIÓN DE LOS NUEVOS INMIGRANTES

Otro aspecto significativo de la exagerada descripción de la prensa cubana de los exiliados de Miami puede ser visto en la actitud de los recientes inmigrantes cubanos. Estas personas arriesgan sus vidas navegando en pequeños botes para llegar a las costas de La Florida. En realidad no están buscando el sueño americano en un futuro. Ellos quieren vivir en el presente el sueño de Miami.

Los nuevos inmigrantes tienden a regresar a la isla tan pronto como pueden para mostrar su buena fortuna en el aspecto material. En forma consciente o no, sus formas de oponerse a Castro son retornar a la isla y alabar las maravillas del capitalismo. Esta dependencia de Cuba en la ciudad de Miami es tanto en lo económico como en lo emotivo. Miami se ha convertido en el sueño a vivir de los cubanos.

Basta una breve interrupción del flujo de viajeros y dineros a Cuba para producir el caos. Sin embargo, los sueños acerca de Miami permanecerán y aumentarán en las mentes de los cubanos de la isla no importa lo que suceda.

MÉXICO: SUBCOMANDANTE MARCOS

El dirigente rebelde mexicano "Subcomandante Marcos", cuyo verdadero nombrre es Rafael Sebastián Guillén, salió de su escondite del sureño estado de Chiapas y viajó a la capital del país : Ciudad de México. Fue un viaje publicitario que la prensa mexicana llamó "zapatatour".

El Presidente mexicano Vicente Fox garantizó la seguridad del viaje a la banda de insurgentes y aparentemente no los tomó muy en serio bromeando acerca de ellos varias veces. Marcos está enfrascado en una batalla de relaciones públicas tratando de convertirse en el dirigente de un estimado 10 millones de indios mexicanos.

La prensa extranjera ha hablado más del falto de carisma de Marcos que la mexicana. Fox está dando la primera batalla pública de su presidencia. Parece que Fox sigue la estrategia de dejar a Marcos que siga en su intento de convertirse en líder indigenista. Este esfuerzo será combatido por muchos políticos que tienen comunidades indias en sus estados. Marcos recibió recibió entrenamiento como guerrillero en Cuba en los años 80. Su entrenamiento se efectuó en el campamento de Punto Cero dirigido por Dariel Alarcón Ramírez mejor conocido por Comandante Benigno. Alarcón vive actualmente exiliado en Francia. Marcos es un conocido marxista con un confuso programa de acción. Él acusa al gobierno mexicano de racista. Este término es ajeno al diccionario político mexicano cuyo pueblo tiene sangre india. Marcos está jugando una riegosa carta que puede ir en su contra.

CASTRO Y ESPAÑA: EL ESCÁNDOLO DE LOS ESPÍAS

Un agente cubano de inteligencia conocido por "Otto", cuyo verdadero nombre es Delfín Fernández, reveló al periódico madrileño Diario 16 los nombres de varios prominentes empresarios españoles que son espiados en sus hoteles para chantajearlos después. El periódico también revela aspectos interesantes de la vida privada de Castro. Ver:
