DEFECTING

Many people write me on this subject. In general terms, people who want to defect have to bear in mind that the government they leave will charge them with all kind of crimes, real or not, committed in the fatherland.

Families the defectors leave behind will be harassed by government officials and usually lose any privileges, such as admission to higher schools. The defectors will be questioned intensely by host country security officials to be sure of their legitimacy. Sometimes, for their own security, the defectors are relocated to undisclosed places under a different identity, with modest help provided by the receiving country. In other cases, the defector elects to live in the open society.

The mechanics of defection varies from case to case. Sometimes the defector has an opportunity to establish advance contact with the host country. In other cases, the defector in a third country, might go to the American embassy and request asylum. If the defection takes place in the U.S. the defector simply walks to the nearest FBI office. Defectors who talk to the press before requesting and being granted asylum run a big risk.

CLINTON'S PARDONS

The allegations of wrongdoing of Senator Hillary Rodham and President Bill Clinton in reference to the pardons he granted in his final hours at the White House could grow into a big scandal. Traditionally, when a president leaves the White House he wants to live a life without too much publicity. But, it seems that Clinton will be in the news for some time.

Many of the pardons given by Clinton are questionable on procedural or moral aspects. Among those pardoned are big narcotics offenders and people who defrauded the federal government. This potential scandal carries little political benefit for either the Democrats or the Republicans. However, it is difficult to imagine that anyone on the Democratic side will spend political capital to defend the former President. While many political figures of both parties would like the problem to go away, the issue will probably linger for an extended period. There are many people in the FBI, the DEA, and the Justice Department who feel Clinton betrayed his office by granting these pardons. Clinton was advised by members of his staff not to pardon some of the convicted persons.

Senator Hillary R. Clinton has tried to evade responsibility, but she is heavily involved in the controversy. Some of the beneficiaries of the pardons were actively involved in her political campaign. The Bush White House is staying away from the scandal, and is letting the Congress look into the allegations. In Washington, there are rumors that there is more to be heard about the pardons - perhaps in the very near future. Clinton is trying to improve his image and his bank account on the lecture circuit, but this commotion will affect his future. As more people are turned off by his actions at the end of his presidency, the popularity of Hillary Rodham Clinton stands to be affected. Another scandal on the make: Clinton-Drugs and Haiti.

JESSE JACKSON AND THE IRS

The Internal Revenue Service (IRS) is being pressed to conduct a thorough audit of Jesse Jackson and the enterprises that he directs. Jackson has come under fire since last month when it was revealed that he fathered a child with his mistress and settled the incident with monthly support payments of $3,000 and a relocation sum of about $30,000 for his mistress and child.

The initial leak to the press came from Jackson's employees who were angered by the way he handled the affair. It is known that Jesse's wife Jacqueline came to Jesse's Washington office and gave an ultimatum to him and his mistress.

Jackson heads several nonprofit and for-profit organizations financed by firms in corporate America that want to avoid racial problems in their businesses. Some people ironically term these deals "protection against racial unrest in their ranks" and the role of Jackson "racial and promoter broker".

The best known of Jackson's nonprofit enterprises are: People United to Save Humanity (PUSH) and the Citizenship Education Fund (CEF). He also heads a for-profit organization, the Rainbow/PUSH Coalition. His wife Jacqueline heads Jacqueline Inc. It is estimated that Jesse has an income of at least $400,000 a year. He travels first class, stays in luxury hotel suites and rides a chauffeured limousine. He owns three houses.

Since these reports became public, people are pressing the IRS to conduct a thorough audit of Jackson's finances to determine where the money originates and where it goes. In the past, Jackson would have called any audit racially motivated. But, at this time the IRS would be in a difficult position if it failed to clarify this matter.

QUEEN OF THE ATHEISTS

Q. Who is Caridad, described as the "queen of the atheists" in Cuba? M.S.L. Dayton, OH

A. I think you are referring to Caridad Diego, the woman in charge of religions in the Cuban Communist Party (CCP). Caridad Diego controls, supervises and regulates everything related to religious activity. Diego is an old militant of the Cuban Communist Party who answers only to Fidel Castro. She is resented by all in the religious community for her dogmatic approach to the job. Her office has to approve all ministers of religion who want to work in the country. She controls permits for the repair of churches, as well as all expression of religious belief that might be held outside of church property.

PROSTITUTION IN CUBA

Prostitution is a problem that Cuban authorities don't seem to recognize or want to suppress. In the el Vedado and Malecon sections of Havana, one can observe young women and men selling their services to foreign visitors. What surprises many foreign tourists (or "clients"), is the high level of education of these prostitutes. Many are university graduates with foreign language skills. The women are called in Cuban vernacular "jineteras," (horse riders) and the men "pingueros," (dickers). Reportedly, Havana street prostitutes can be as young as 15. They accept only dollars, and often ask for a meal. Cuba's police seem to tolerate this trade in the tourist zone. "Love workers" claim that they have to pay the police to avoid arrest. Curiously, Castro does not seem to be bothered by this show of public survival of the oldest profession. Sex related illnesses are widespread on the island.

EXECUTIONS

Q. Cuba protested against the execution of a person convicted of rape and murder in Texas. What do they do to murderers and rapists? C.L.W. Houston, TX

A. In Cuba, capital punishment exists for these offenses. Maybe the protest was due to the method of execution in Texas. Cubans are shot by a firing squad.

SMUGGLING PIECES OF ART

Q. I have heard that you can bring paintings and jewelry from Cuba for a fee. How is done? V.C.L. San Francisco, CA

A. First let me tell you that is a felony to bring into this country those items illegally . There are various methods of getting many things out of Cuba . At the beginning of the revolution, many exiles were able to bring their valuables with them using friendly diplomats who helped out as a favor or for a fee. Later, corrupt public officials smuggled valuable items to Europe. Lately, I have heard some stories about works of art leaving Cuba. I don't know what the current export method might be, but you stand a good chance to loose both your money and your freedom in any smuggling attempt.

CUBANS AND INTERNET

Q. I have heard that some people in Cuba are sending e-mail to the USA. Is this considered an opening in communications? L.M.F. NYC. NY.

A. Some people occasionally send internet messages from Cuba. Generally, these messages are full of pro Castro rhetoric. People in Cuba do not want to take the risk of maintaining free communications on the Web. The internet is very much watched by the government. Any communication that criticizes the government will be regarded as unusual and very suspicious. Internet messages are easy to track down. If you are referring to the recent correspondence of a writer named Amir Valle, I can only say is that he is a person in good standing with Cuban government authorities. Wait and see what happens.

THE FIRST CUBAN IN THE CIA

Q. What became of the famous Watergate burglar, Mr. Barker? Was he really a Cuban? J.G.P. Falls Church, VA.

A. You are talking about Bernard (Macho) Leon Barker Terry. He was born in Havana on March 17, 1917, the son of a resident American businessman and a Cuban lady from the city of Cienfuegos. People knew Barker in Havana by the name of Macho. He was an aviator during World War II. He was shot down and taken prisoner by the Germans in the final months of the war. Barker was recruited by the CIA and was probably the first Cuban in its ranks. He is perfectly bilingual and is now retired in Miami. Barker's life story reads like a thriller. He was arrested in June 17, 1972 inside the Watergate building. He gave me a first person account of that event in an interview last year. (see http://www.amigospais-guaracabuya.org/oagmf023.html Although he is now retired, Barker is very active, with a physical presence and sharp mind of a man much younger than his 83 years. He is the repository of stories from many significant events in American history, including WW II, the Bay of Pigs and Watergate.

PERSONAL MARXISM

Q. I'm doing research on Cuba and I trying to define what kind of Marxism exists in the island? M.L.R. Bogota, Colombia

A. It is difficult to determine what kind of Marxism exists in Cuba. There is no doubt that they have a socialist system. But everything depends on Fidel Castro. Cuba doesn't have a strong Politburo that can make decisions, as in the former Soviet Union or China. At the beginning of the revolution, Fidel appointed his brother Raúl as his successor, as in a monarchy. There is no systematic adherence to Marxist theory.

Castro has ruled Cuba according to his desires. There is a kind of messianic and personalized approach to politics. Castro seems to create policy on the run, and it is difficult to predict what might happen the next day. Cuba has a type of personal Marxism or Caudillo style of governance. Whatever the boss wants is done without question. His way of governing is more akin to the styles of Sadam Hussein, Muamar Gadafi or Idi Amin. His characteristic tenets are militarism, foreign intervention and an enduring hatred of the United States.

CUBA'S HUMAN RIGHTS VIOLATIONS

The US State Department has recently publicized several known cases of violations of Human Rights in Cuba. Other countries also keep tabs on the subject. Cuba denies charges of human rights violations but does not answer them.

PROBLEMS AT CUBAN AIR FORCE

New pilots in the Cuban Revolutionary Air Force are complaining that most of their instruction is theoretical and what little flying they do is in ancient Russian aircraft that are broken most of the time. Cuba has such a shortage of spare parts and usable planes that new pilots can not accumulate enough flight time to graduate. The few available planes often are assigned to "trusted pilots" - the sons of high government officials. According to our sources, there are no women pilots, and the "machista" environment is suffocating. Security and fuel saving measures are so strict that the planes can make just short training missions.

Air Force personnel complain that their access to aviation sites on the internet is almost impossible. The Air Force can not obtain enough spare parts from Russia because Cuba has to pay dollars in advance. However, the Air Force has been able to import some spares from former Communist countries.

Morale is low in this branch of the Armed Forces. An additional factor has been the naming in American courts of the Cuban pilots who shot down the planes of Brothers to the Rescue. Some members of the Cuban Air Force are now concerned about future implications of their service in "combat."

PRESIDENT BUSH SPEECH AT OMAHA

President Bush was in Omaha today (February 28, 2001) and I went to hear him speak. It was a short speech and most of it I approved of, but his comments on one issue caught my attention. He said that "American farmers should be able to market their products anywhere in the world" and "food should not be used as a diplomatic weapon." It'll be interesting to see how this will affect his policy toward Cuba, or more specifically, the embargo. M.R.L.

DESERCIÓN

Muchas personas me escriben acerca de este tema. Todos los que vayan a desertar deben tener en cuenta que el gobierno que dejan atrás los acusará de muchos delitos cometidos, reales o imaginarios, en la patria donde nacieron.

Las familias de los desertores serán hostigadas por funcionarios gubernamentales y usualmente pierden todos los privilegios como la admisión a centros de enseñanza superior. Los desertores serán sometidos a intensos interrogatorios por funcionarios de seguridad de los países que los reciban para verificar su legitimidad. Algunas veces para su propia protección, el desertor será trasladado a lugares no identificados con una diferente identidad con una modesta ayuda del país receptor. En otros casos el desertor puede elegir vivir abiertamente en la sociedad.

La mecánica de la deserción varía de caso a caso. Algunas veces el desertor tiene la oportunidad de establecer previos contactos con el país que lo recibirá. La prostitución en Cuba es un problema que las autoridades no quieren reconocer o suprimir. En las secciones del Vedado y Malecón, en la ciudad de La Habana, puede observarse hombres y mujeres jóvenes vendiendo sus servicios a turistas. Lo que sorprende a muchos turistas (clientes) es el alto nivel de educación de estas prostitutas. Muchas personas son graduadas universitarias y dominan lenguas extranjeras. Las mujeres son llamadas "jineteras" y los hombres "pingueros". Se reporta que en La Habana se han visto prostitutas de 15 años. Los que ejercen la prostitución sólo aceptan pagos en dólares y frecuentemente piden una comida. La policía cubana parece tolerar este negocio en la zona turística. Los "trabajadores del amor" dicen que tienen que sobornar a la policía para evitar ser arrestados. Curiosamente a Castro no parece molestarle esta muestra pública de supervivencia de la profesión más antigua del mundo. Las enfermedades venéreas están diseminadas por toda la isla.

EJECUCIONES

P. Cuba protestó contra la ejecución de una persona convicta de violación y asesinato en el estado de Texas. ¿Qué hacen en Cuba con los asesinos y violadores? C.L.W. Houston, TX

R. En Cuba la pena capital existe por estas ofensas. Tal vez la protesta se debió por el método de ejecución. En Cuba son fusilados.

CONTRABANDO DE OBJETOS DE ARTE

P. ¿ He oído que se pueden traer pinturas y joyas de Cuba por un precio? ¿Cómo se hace? V.C.L. San Francisco, CA

R. Primero, le diré que es un delito grave introducir en este país estos objetos ilegalmente. Existen varios métodos de traer muchas cosas fuera de Cuba. Al principio de la revolución muchos exiliados pudieron traer bienes utilizando diplomáticos amigos que ayudaron como un favor y otros por dinero. Después utilizando funcionarios públicos corruptos que hacían el contrabando vía Europa. Últimamente, he oído algunas historias de objetos de arte que sacan de Cuba. Desconozco los métodos que actualmente emplean, pero enfrenta el peligro de perder su dinero y libertad en estos intentos de contrabando.

CUBANOS Y EL INTERNET

P. He oído que algunas personas en Cuba están enviando e-mail a los Estados Unidos. ¿Se considera esto una apertura en comunicaciones? L.M.F. NYC. NY.

R. Algunas personas ocasionalmente envían mensajes en internet. Generalmente estos mensajes están llenos de propaganda pro castrista. Las personas no corren el riesgo de mantener comunicaciones libres en la red. El internet está muy vigilado por el gobierno. Cualquier comunicación que critique al gobierno es inusitada y muy sospechosa. Los mensajes de internet son muy fáciles de rastrear. Si usted se refiere a los mensajes de un escritor llamado Amir Valle. Puedo decirle que es una persona en buenas migas con las autoridades cubanas. Esperemos para ver que sucede.

EL PRIMER CUBANO EN LA CIA

P. ¿Qué sucedió con el famoso ladrón del Watergate Mr. Baker, es de verdad cubano? J.G.P. Falls Church, VA.

R. Usted está hablando acerca de Bernard (Macho) Leon Barker Terry. Él nació en la ciudad de La Habana el 17 de marzo de 1917, hijo de un hombre de negocios estadounidense que vivía en Cuba y una dama de Cienfuegos. Barker era conocido en Cuba por el apodo Macho. Durante la Segunda Guerra Mundial era un aviador de los Estados Unidos. Fue derribado por los alemanes casi al final de la guerra y hecho prisionero. En su mente se encuentran depositados muchos eventos de la historia estadounidense: la Segunda Guerra Mundial, Bahía de Cochinos y el Watergate.

MARXISMO PERSONAL

P. Estoy haciendo una investigación acerca de Cuba y tratando de definir qué clase de marxismo existe en la isla? M.L.R. Bogotá, Colombia

R. Es difícil de determinar que clase de marxismo existe en Cuba. No hay dudas que en Cuba existe una sociedad socialista. Pero, en Cuba todos dependen de una persona: Fidel Castro. Cuba carece de un politburó fuerte que puede hacer decisiones como había en la Unión Soviética o en China. Al principio de la revolución Fidel nombró su hermano como sucesor como en una monarquía. No existe una adherencia sistemática a las teorías marxistas.

Castro ha gobernado a Cuba según sus deseos. Este es una especie de gobierno mesiánico y personal. Castro parece crear leyes en el camino y es muy difícil predecir lo que ocurrirá de un día para el otro. Cuba puede catalogarse como un gobierno marxista personal o un Caudillo en el poder. Lo que el jefe quiere se hace sin discusión. Su sistema de gobierno se asemeja al Sadam Hussein, Muamar Gadaffi o Idi Amin. Sus características principales son: militarismo, intervención extranjera y un permanente odio a los Estados Unidos.

VIOLACIONES CUBANAS DE LOS DERECHOS HUMANOS

El Departamento de Estado ha publicado muchas violaciones de los Derechos Humanos en Cuba. Otros países también vigilan estas violaciones. Cuba niega las acusaciones, pero no contesta las mismas.

DESCONTENTO EN LA FUERZA AÉREA

Los nuevos pilotos de la Fuerza Aérea Revolucionaria (FAR) se quejan que la mayor parte del entrenamiento que reciben es teórico y que los vuelos que efectúan es en viejas naves aéreas rusas que están descompuestas la mayor parte del tiempo. Cuba tiene escacez de piezas de repuestos y en los pocos aviones en que pueden volar no pueden acumular las necesarias horas de vuelo para graduarse. Los pocos aviones disponibles son asignados a "pilotos de confianza"-- hijos de altos oficiales del gobierno. Otras fuentes nos comunican que no hay mujeres en la aviación y se respira una atmósfera "machista" sofocante. Las medidas de seguridad y de ahorro de combustibles son tan estrictas que el entrenamiento se reduce a cortas lecciones de vuelo.

Los pilotos de la Fuerza Aérea se quejan de que no le es permitido ver en Internet páginas de aviación extranjeras. La aviación cubana no puede obtener piezas de repuesto en Rusia porque tiene que pagar en dólares por adelantado. Sin embargo, Cuba ha podido obtener algunas piezas de repuesto de antiguos países comunistas. La moral en la Fuerza Aérea es muy baja. Un factor adicional ha sido que se publicó en Cortes de Justicia americanas los nombres de los pilotos cubanos que derribaron los pilotos de Hermanos al Rescate. Algunos miembros de la Fuerza Aérea están preocupados de las futuras implicaciones de sus servicios en "combate".

EL DISCURSO DEL PRESIDENTE BUSH EN OMAHA

El Presidente Bush estuvo en Omaha hoy ( 28 de febrero, 2001) y fui a oírlo hablar. Fue un discurso corto el cual apruebo casi todo, pero su comentario en un tópico me llamó la atención. Él dijo que "los granjeros americanos deberán poder vender sus productos en cualquier parte del mundo" y "la comida no debe usarse como arma diplomática" Será interesante saber como su discurso afectará la política respecto a Cuba o especícamente el embargo.
