MOLE AT THE FBI

Robert Philip Hanssen, a top man in the FBI counterintelligence service, was arrested on Sunday, February 18 and charged with spying for Russia. What did Hanssen compromise?. It will probably take years to find out, but one thing we can say for certain is that he has shocked the entire U.S. intelligence system. FBI Director Louis J. Freeh is under fire for not giving his agents polygraph examinations like the CIA. This is the beginning of the scandal, and it would be premature to draw conclusions now. But, at minimum, strict Security measures will be taken. In Russia, the Foreign Intelligence Service (SVR) works on American national security and political plans concerning everything related to Russia. Intelligence issues of concern to the Russian military are handled in the Main Intelligence Directorate of the General Staff (GRU), with a particular focus on U.S. strategic nuclear capabilities.

The SVR appears to be the agency that used Hanssen. The main damage done by this spy is in counterintelligence technology. It is anticipated that the investigation and trial will extend for a period of two years. This spy used the name Ramón García for his contacts with the Russians. I do not know if Hanssen speaks Spanish or why he used that name, or if he had anything to do with Cuba.




WHERE IS ELIÁN?

Reports from Cárdenas, Cuba, the home city of Elián González, inform that Elián is seldom seen in this city. He is supposedly in Havana. His father often is seen having had a drink too many.




CUBAN DIPLOMATS IN WASHINGTON

Q. What is the job of Cuban diplomats in Washington? R.F.S. Los Angeles, CA

A. Their main task is to lobby Congress and do Public Relations on behalf of Cuba. Cuba has sent to Washington a group of very able and hardworking people, headed by Fernando Remírez de Estenoz, who are constantly lobbying members of Congress. They provide sympathetic congressmen with information about Cuba and arrange their travels to the island. At the same time, the Cuban officials maintain links with members of the press and academia. They meet often with friendly members of the Cuban community who live in the area.

They also conduct open intelligence activities and arrange meetings with other members of the diplomatic corps and the US State Department. They supply Havana with relevant information and insight about Washington. Very seldom do they get in trouble with US authorities. The only two known incidents in the past were when a group of Cuban diplomats beat up a group of university students demonstrating outside of the chancery during the Elián González case. The other incident was the expulsion of a diplomat for being in contact with US immigration officer Mariano Faget, who was convicted for spying for Cuba.




CASTRO'S DOLLAR NIGHTMARE

The Cuban government conducted recently a study aimed to reduce the embarrassing situation of having an economy based on circulating dollars. This study reveals the paradoxical situation of depending on exiles to maintain the economy. Cuba receives annually close to $1,000 million from abroad. The study warns of the possible unrest that might arise from restricting or prohibiting the flow of money into Cuba. The writers of the report estimated that more than 2 million families benefit for having relatives abroad. If the dollar flow continues, Cuba can survive, but will have to pay an expensive political price for this money. The persons most loyal to the government are the hardest hit by the stagnant economy. What to do? Castro is afraid that Cuban exiles will promote an internal campaign in the United States to stop or reduce the remittance of money to Cuba. The government may announce its decision on the report's conclusions at any time.




CUBANS LIVING ABROAD

Q. Who in Cuba handles "fidelista exiles"? Maggie, Union City, NJ.

A. The ministry of Foreign Relations (MINREX) has an important department to deal with the Cubans residing abroad, DACCRE. This office is headed by José Ramón Cabañas who often comes to the US to inspect his work. Cabañas also meets in Cuba with sympathetic Cuban visitors from the U.S. Cabañas is assisted in his work by, among others, a former intelligence officer, Jesús Arboleya Cervera. Arboleya was one of the organizers of the "Dialogue" between exiles and the Cuban government during the Carter administration. In those times, Arboleya was stationed at the United Nations in New York. Of course, the MINREX and the MININT (Ministry of the Interior) work hand in hand.

CUBAN CARDINAL

The press has included Cuban cardinal Jaime Ortega Alamino as a possible candidate for Pope. It seems that his inclusion is based initially on the age of this cardinal. This possibility of succession increases focus on the lack of religious freedom in Cuba. The Catholic church in the island is very restricted in its activities.

ETA TERRORISTS AND CUBA

French police authorities are trying to determine the links of the Basque terrorist Xabier García Gaztelu, aka ``Txapote'', 34 , recently arrested in the south of France. García, the military chief of ETA (Basque separatist organization) is an open sympathizer of Fidel Castro. If Spanish authorities prove that he was trained in Cuba or maintains links with Cuban agents or diplomats another big confrontation between Madrid and Havana is in sight. French and Spanish police are keeping the investigation very secret.


CUBAN SPIES

Q. Which countries are favored by Cuban spies? N.D.R. St. Agustin, FL

A. According to Cuban defectors, the main concentrations of Cuban spies are in the USA, Mexico and Spain. These countries have large communities of Cuban exiles and offer intelligence agents the opportunity to work with ease. Spain lately has increased the watch over Cuban agents, looking for their connections with members of the Basque terrorist organization, ETA. Most of the agents working in Mexico are engaged in work to smuggle computers and spare parts from the USA to Cuba. The USA is a place where Cuban agents watch the exile community and specially anti-Castro organizations. However, Cuba has intelligence officers every where in the world. Castro spends large amounts of dollars in his espionage activities. He brags of the capability of his intelligence network.


CUBAN BUSINESSMAN AND CASTRO'S SYMPATHIZER

Q. What is the background of the owner of Marazul, Francisco Aruca? N.D.R. New York, NY

A. Francisco González Aruca, 60, is from the city of Havana, educated in a Catholic School. In 1961 he was apprehended by the Cuban police with other members of the anti Castro organization MRP (Movimiento Revolucionario del Pueblo) headed in those times by Manuel Ray. His companions were shot but he was spared and sent to prison at La Cabaña fortress under the command of Che Guevara.

González Aruca was a man of short stature, thin and beardless with a baby face. According to him, in prison he shaved his legs, put on shorts and left with his mother after a visit, walking through the main door of La Cabaña prison posing as his mother's small child. Later, González Aruca took refuge in the Brazilian embassy in Havana. However, this ingenious and daring escape from prison was not believed by some fellow refugees in the embassy at the time.

González Aruca came to the USA in 1961 and enrolled in college. In 1971, he obtained his MA degree in Economics from Catholic University of America in Washington, DC. He was a bright student with many Cuban friends from New York who were members of the pro-Castro group, Areito. He moved to Miami and started Marazul, a travel agency. González Aruca travels frequently to Cuba and is reportedly on personal good terms with Fidel Castro. He is a controversial figure among Cuban exiles, regarded as a wealthy man.


CONFUSION IN TERMS

Q. I am confused by the terms used in the intelligence vocabulary, agents and officers, and the work performed by FBI and CIA. Could you elaborate on this topic? L.V.R. Tulsa, OK

A. There is generalized confusion among the public about this field. Let's start by saying that the Central Intelligence Agency (CIA), also known as the Agency or the Company, was created for the purpose of handling the intelligence needs of this country. It operates outside the United States from its headquarters in Langley, Va. The Federal Bureau of Investigation (FBI) with headquarters in Washington, DC, operates mainly in the United States. The FBI handles many domestic law enforcement tasks, including counterintelligence.

Employees of these two federal agencies are officers of the US government and enjoy the regular civil service benefits of government workers. The CIA employs many people in the United States and abroad who may receive salary and benefits for their services according to their particular agreements with this agency. These people, in general, are called agents. They work stipulation varies according to their agreements.

The person who directs and supervises the work of an agent is called the "case officer" or the "handler". Usually he is the only government official known to the agent. A case officer of the CIA may have several agents working for him.

The officers of the FBI might work in similar fashion but usually in a more restricted way. If the need arises, the FBI and the CIA might work in ooperation. Each of these agencies has a counterintelligence department. Foreign or national persons involved in intelligence activities inside the US are monitored by the FBI. Members of the CIA and FBI are college graduates who receive specialized training in intelligence. They live normal lives and do not enjoy special privileges in society. In general, they are dedicated and hard working people. CIA employees do not carry weapons as part of their work.


CASTRO'S TRIPS

When Fidel Castro travels to foreign countries, he is accompanied by a mini-army of 250 to 300 soldiers. He is the world leader who travels with the most bodyguards. This mini-army carries Russian assault rifles model AK-47 and AKS-74, grenades launchers, radio communication equipment. Doctors with hospital equipment also travel with the group.

Castro travels in one of the three to four planes that make up his entourage. The Chilean newspaper La Tercera has an interesting interview with a Captain of Castro's bodyguard who deserted in the Dominican Republic.

UN TOPO EN EL FBI

Robert Philip Hanssen, uno de los hombres de posición más alta en el servicio de contraespionaje en el FBI, fue arrestado el domingo 18 de febrero acusado de espiar para Rusia. ¿Qué fue lo qué Hanssen reveló? Probablemente tomará años en saber el daño hecho. Sin embargo, lo que se sabe es que su acción estremeció la comunidad de inteligencia de esta nación. Louis J. Freeh, Director del FBI, está siendo atacado por no someter a sus agentes al detector de mentiras como la hace la CIA. Sin embargo, estamos en los comienzos del caso y es muy prematuro examinarlo ahora. Pero, no es muy temprano para decir que estrictas medidas de seguridad se están tomando ya.

En Rusia existe el Servicio de Inteligencia Exterior (SVR) que trabaja en todo lo relacionado con el sistema de seguridad americano en lo que respecta a los planes y acciones referentes a Moscú. Ciertos aspectos relacionados con el aparato militar ruso son manejados por el Servicio de Inteligencia de las Fuerzas Armadas (GRU).

El SVR parece que fue el servicio que usó a Hanssen. Los daños más graves que ocasionó este espía fue al aspecto tecnológico de la contra inteligencia del FBI. Se anticipa que esta investigación tome cerca de dos años. Este espía usaba el nombre de Ramón García en sus contactos con los rusos. Desconozco si Hanssen habla español y si tuvo algo que ver con Cuba.




¿DÓNDE ESTÁ ELIÁN?

Reportes de Cárdenas, Cuba, la ciudad de residencia de Elián González, informan que Elián es rara vez visto en esta ciudad. Se asume que vive en La Habana. Su padre es a menudo visto con un trago de más.




DIPLOMÁTICOS CUBANOS EN WASHINGTON

R. El principal trabajo de los diplomáticos cubanos es cabildear en el Congreso y hacer relaciones públicas a favor de Cuba. Y, un diplomático fue expulsado por estar en contacto con el oficial estadounidense de inmigración Mariano Faget convicto de espiar para Cuba.




DÓLARES: LA PESADILLA DE CASTRO

Hemos sabido que recientemente el gobierno de Cuba realizó un estudio orientado a reducir la penosa situación de tener una economía basada principalmente en dólares. Este estudio revela la paradójico situación de Cuba que depende de sus exiliados para mantener su economía. Cuba recibe anualmente cerca de 1,000 millones de dólares por este concepto. El estudio advierte del posible disturbio que causaría la prohibición de este caudal de dinero que entra en la isla. Se estima que más de dos millones de personas se benefician por tener familiares en el extranjero. Si el flujo de dólares continúa Cuba podrá sobrevivir, pero tendrá que pagar un caro precio político por este dinero. Las personas más leales al gobierno son las más afectadas por esta situación. ¿Qué hacer? Castro teme que los exiliados cubanos en cualquier momento monten una campaña para reducir las remesas de dinero a la isla. El gobierno anunciará su decisión al respecto en cualquier momento.




CUBANOS VIVIENDO EN EL EXTERIOR

CARDENAL CUBANO

La prensa ha incluido al cardenal cubano Jaime Ortega Alamino como un posible candidato a Papa. Al parecer su inclusión está basada incialmente en la edad del cardenal. Esta posibilidad de sucesión aumenta la atención a la falta de libertad religiosa en Cuba. La Iglesia Católica en la isla está muy restringida en su funcionamiento.

TERRORISTAS DE LA ETA Y CUBA

La policía francesa está tratando de encontrar los contactos con diferentes organizaciones y países del terrorista vasco Xabier García Gaztelu, alias "Txapote'', 34 , recientemente arrestado en el sur de Francia. García, el jefe militar de la organización separatista vasca, ETA, es un gran simpatizante de Fidel Castro. Si las autoridades españolas pueden comprobar que este terrorista fue entrenado o mantenía lazos con Cuba se espera habrá una gran confrontación entre Madrid y La Habana. Los servicios de inteligencia de España y Francia mantienen en gran secreto la investigación.




ESPÍAS CUBANOS

P. ¿En qué países operan más los espías cubanos? N.D.R. St. Agustin, FL

R. De acuerdo con desertores cubanos la mayor concentración de los espías de Cuba están en: Estados Unidos, México y España. Estos países tienen una gran concentración de exiliados cubanos lo que ofrece la oportunidad de trabajar fácilmente. España últimamente ha aumentado la vigilancia de los agentes cubanos buscando por conexiones con miembros de la organición terrorista ETA. La mayoría de los agentes en México están enfrascados en trabajos de contrabando de computadoras y piezas de repuesto de Estados Unido a Cuba. En los Estados Unidos los agentes cubanos vigilan la comunidad exiliada y especialmente las organizaciones anticastristas. Sin embargo, los agentes cubanos están esparcidos por el mundo. Castro gasta grandes cantidades de dinero en sus actividades de espionaje, alardea de la capacidad de su red de espionaje.




EMPRESARIO CUBANO AMIGO DE CASTRO

P. ¿Cuáles son los antecedentes de Francisco Aruca dueño de Marazul? N.D.R. New York, NY

R. Francisco González Aruca, 60, es un hombre de la ciudad de La Habana, educado en escuelas católicas. En 1961 fue arrestado por la policía cubana con otros miembros de la organización anticastrista MRP (Movimiento Revolucionario del Pueblo) encabezada en aquellos tiempos por Manuel Ray. Sus compañeros fueron fusilados pero a él le perdonaron la vida y lo enviaron a la prisión de La Cabaña bajo el mando del Che Guevara.

González Aruca era un hombre de baja estatura, delgado, lampiño y con cara de niño. Según su relato, cuando estaba en prisión se afeitó las piernas se vistió de pantalones cortos y salió de la mano de su madre que lo había venido a visitar. Pudo escapar por la puerta de la prisión de la Cabaña pretendiendo que era un niño acompañando a su madre. Después se asiló en la embajada del Brasil en La Habana. Sin embargo, este ingenioso y atrevido escape de la prisión no fue creído por algunos de los asilados en la embajada en aquel tiempo.

González Aruca vino a los Estados Unidos, 1961, y estudió en la universidad. Terminó un MA en economía en la Universidad Católica de América en Washington en 1971. Fue un brillante estudiante con muchos amigos del área de Nueva York que eran miembros del grupo procastrista Areito. Se mudó para Miami y comenzó la empresa Marazul, viaja frecuentemente a Cuba y se reporta que tiene buenas relaciones personales con Fidel Castro. González Aruca es una figura controvertida entre los exiliados cubanos. Se estima que es un hombre muy rico.




TÉRMINOS CONFUSOS

A. Hay una generalizada confusión del público en este campo. Empezaré señalando que la Agencia Central de Inteligencia (CIA), conocida también como la Agencia o la Compañía se creó con el propósito de manejar las necesidades de inteligencia de este país. Ésta opera fuera de Estados Unidos con sede en Langley, Va.

La Oficina Federal de Investigaciones (FBI) con sede en Washington, DC, opera pricipalmente en Estados Unidos. Esta agencia trabaja en muchas tareas de hacer cumplir las leyes, entre ellas actividades de contra inteligencia dentro de Estados Unidos.

Los empleados de estas dos agencias son funcionarios u oficiales del gobierno federal. Y disfrutan los beneficios que les son otorgados a los trabajadores gubernamentales. La CIA emplea muchas personas en Estados Unidos y el extranjero que pueden percibir dueldos o no de acuerdo a sus respectivos arreglos con la agencia. Estas personas, en general, son llamadas agentes. Sus estipulaciones de trabajo varían dependiendo de sus acuerdos con la agencia.

La persona que dirige y supervisa el trabajo de un agente es llamado el "control" o el "oficial del caso". Usualmente, ésta es la única persona que conoce el agente.

Los oficiales del FBI trabajan en forma similar, pero usualmente en forma más restringida. En caso necesario la CIA y el FBI trabajan en cooperación. Cada una de estas agencias tiene un departamento de contrainteligencia. Nacionales o extranjeros envueltos en actividades de inteligencia son observados por el FBI. Tanto los miembros de la CIA como del FBI son graduados universitarios que han recibido un entrenamiento especial en Inteligencia. Estos viven una vida normal y no disfrutan ningún privilegio especial en la sociedad. En general son personas dedicadas y trabajan intensamente. Los empleados de la CIA no portan armas como parte de su trabajo.




LOS VIAJES DE CASTRO

Cuando Fidel Castro viaja al extranjero es acompañado de un mini ejército de 250 a 300 soldados. Es el dirigente de un país que viaja con más guarda espaldas del mundo. Este mini ejército lleva fusiles de asalto rusos modelos AK-47 y AKS-74; lanza granadas y equipos de radiocomunicación. Así como médicos y equipos de hospital. Castro viaja en uno de tres o cuatro aviones que forman parte del gupo presidencial. El periódico chileno La Tercera tiene una interesante entrevista con un Capitán de sus guarda espaldas que desertó en la República Dominicana.
